Lochner Expands Services in Tennessee and Welcomes Steven Borden as Area Lead

Lochner is expanding its operations into Knoxville, Tennessee, strengthening the firm’s presence in the eastern United States and our commitment to serving clients across the region. As part of this strategic growth, Lochner welcomes Steven Borden, PE, as Tennessee and Kentucky Area Lead. In this role, Borden will lead business development, project delivery, and operations across both states.

Based in Knoxville, Borden brings more than three decades of experience with the Tennessee Department of Transportation (TDOT), where he most recently served as Regional Director and Assistant Chief Engineer. Throughout his tenure, he directed departmental operations across a 24-county region, leading teams in highway maintenance and repair, construction engineering, traffic operations, bridge inspection, environmental planning, and more. Among his career accomplishments, Borden led the emergency response team following Hurricane Helene and contributed to award-winning projects such as SmartFIX40, which was recognized by the American Council of Engineering Companies (ACEC) and the National Partnership for Highway Quality (NPHQ) for engineering excellence and public communication.

His local insight and dedication to quality make him the ideal person to lead our efforts in Tennessee and Kentucky.”

As part of this expansion, Borden will work closely with Keven McCloskey, PE, Tennessee Design Lead, and Ed McClain, PE, Senior Project Manager and Resident Engineer, to strengthen Lochner’s partnerships and project delivery throughout the state. Their combined expertise and deep understanding of Tennessee’s infrastructure landscape will further enhance Lochner’s ability to provide innovative, responsive solutions for public and private sector clients.
