We’re excited to announce that Lochner has opened an office in Charlotte, North Carolina. This growth strengthens Lochner’s ability to deliver transportation solutions to our public sector clients, including roadway and multimodal design, transportation planning & environmental (NEPA/SEPA), public involvement, project management, feasibility studies, and transit studies.

John Adams, North Carolina Lead
John Adams, PE, holds 30 years of experience in transportation project management, business development, and operations. He has contributed to major corridor studies, toll road feasibility projects, and multimodal plans.
Dennis Jernigan, Transportation Lead
Dennis Jernigan, PE, has over 30 years of experience from the North Carolina Department of Transportation (NCDOT), where he managed roadway and structure construction projects, led public outreach efforts, and collaborated with state and federal agencies. As the senior maintenance and operations manager at the North Carolina Turnpike Authority (NCTA), he provided contract administration support and technical expertise for major highway improvements.
Lou Raymond, Senior Environmental Lead
Senior Environmental Lead, Lou Raymond, PE, AICP, has over 30 years of experience and specializes in NEPA, SEPA, project development, and environmental analysis. He has extensive experience managing on-call assignments, coordinating agencies, and securing infrastructure funding.
Marie Jaffe, Public Involvement Specialist
Public Involvement Specialist, Marie Jaffe leads stakeholder engagement efforts, ensuring effective communication and consensus-building. She has worked extensively with diverse communities and employs innovative strategies for public outreach across digital and in-person platforms.
Taiwo Jaiyeoba, National Transit Planning Director
Taiwo Jaiyeoba brings more than 30 years of public and private sector experience overseeing BRT, LRT, and streetcar/urban circulator projects across the U.S., in addition to leading transit master plans, corridor studies, and land development initiatives. Most recently serving as City Manager for Greensboro, NC, Taiwo launched the city’s first transit department and a 20-year mobility plan. Prior to that, he was Director of Planning and Assistant City Manager for Charlotte, NC, where he oversaw transit systems and mobility strategies.
