David Stephens Joins Lochner

David Stephens, PE, has joined Lochner as a CEI Program Manager for the firm’s Texas region. In his role, he will focus on the continued growth of the CEI practice as well as managing active projects. David retired from the Texas Department of Transportation (TxDOT). He holds over 30 years of experience including 13 years with the Oklahoma Department of Transportation and the last 20 years with TxDOT. Most recently as TXDOT Yoakum District Director of Construction, David oversaw all construction operations totaling over $1.4 billion. In addition, David served as Co-Chair of the HMA Pavement awards committee with TxAPA.
