Jeff Cook Joins Lochner
Jeff has 18 years of experience in various engineering and construction roles within the Washington State Department of Transportation (WSDOT). As an Engineering Design and Construction Project Engineer for the Olympic Region, Jeff provided the design and contract administration for the construction of roadway rehabilitation, static and floating bridges, mechanical system rehabilitation, corridor improvements, and environmental mitigation projects with total project costs up to $525 million. Additionally, as the Statewide Facilities Project Delivery Manager, he ensured consistent project development and contract administration for statewide projects by rewriting standards and changing General Special Provisions as necessary.
Jeff ultimately became the State Facilities Administrator for WSDOT where he developed and successfully negotiated the largest Energy Savings Performance Contract in Washington State history ($14 million). Jeff also co-authored the new State Modern Workplace Policy and Workplace Guidelines, as well as fostered and built productive relationships with Legislative staff and the Governor’s Office of Financial Management by sharing changes and challenges, pro-actively assessing problems and efficiently and effectively managing a Facilities Program.
