IH 30 Widening PS&E, West of FM 989 to Texas/Arkansas State Line

IH 30 is a major freight route connecting trucking centers from Dallas/Fort Worth, Texas, to Memphis, Tennessee, that is experiencing heavy traffic congestion in the City of Texarkana due to high traffic volumes (approximately 77,040 vehicles per day). To improve the corridor’s safety, operation, and highway capacity, the Texas Department of Transportation (TxDOT) has initiated a project from west of FM 989 to the Texas/Arkansas State Line, which will add a third travel lane and full-width shoulders in each direction. Lochner is responsible for developing the plans, specifications, and estimates (PS&E).

In addition to the roadway widening, Lochner’s design includes reconstructing the existing asphalt pavement to a final reinforced concrete pavement as well as replacing the existing mainlane bridges over the Kansas City Southern Railroad. Two lanes of traffic will remain open throughout construction. Additionally, Lochner is designing a Smart Work Zone system that uses cameras, sensors, and message signs to track traffic counts, speeds, queue lengths and travel times through the project. This Smart Work Zone will help improve public safety and mobility through the duration of the project.
