Expanding and repairing Peña Boulevard is a significant undertaking that will reduce congestion, increase transportation efficiency, and help the Denver International Airport prepare for future growth. 

The Peña Boulevard improvements project is a mixed design-build and design-bid-build project that will redesign Peña Boulevard from I-70 to the Denver International Airport (DEN). This 11.1-mile freeway is the primary access route for DEN travellers, and airline and airport employees.  

Phase 1 of the project was a design-build, located between Jackson Gap and the DEN Terminal. This included rebuilding/realigning the westbound Peña off-ramp, demolition of the 3.5-mile existing ramp, and widening the northbound lanes of Tower Road.  

Our team provided utility coordination and contract management for the $100 million Phase I project. We assisted the project management team with creating utility base mapping information and drafting technical requirements for the design-build contractor procurement. Early in the design phase of the project, our firm identified an opportunity during constructability review to eliminate an underutilized water main that would otherwise have required relocation, saving the project more than $1 million.
