Carlos Valdez, PE, joins the Lochner Texas CEI team as CEI deputy program manager. Drawing on his 14 years of experience managing the construction of large-scale traditional and design-build transportation projects, Carlos will be leading CEI projects throughout West Texas.

Carlos’s project experience gives him a strong understanding of the standards and procedures required by the Texas Department of Transportation (TxDOT). He served as project engineer for the $650M, 7.4-mile extension of the Border West Expressway from Racetrack Drive to US 54 in El Paso, Texas. Carlos successfully led the project team and oversaw the completion of project milestones. His responsibilities included inspecting and recording the contractor’s daily activities, auditing construction quality assurance (QA), and reviewing the QA reports and documentation for construction packages. Carlos also served as project engineer for the $110M Phase 1 construction of Loop 375 at IH 10 (Americas Interchange). Prior to his work in Texas, Carlos worked as a Transportation Engineer for the California Department of Transportation (Caltrans).
