Two gravel roadways, one to the north and one to the south, provided the only access around Runway 17L-35R at Will Rogers World Airport. To access the aprons on the east side, vehicles were required to cross the active runway. The City planned to replace these facilities with a fully paved perimeter road that connected the north and south ends on the east side of the airfield.

Lochner provided design services for this project. Lochner’s design repaved the existing gravel roads to the north and south of the runway and added new roadway to the east, forming an 18,000-foot perimeter road. The existing gravel roads were topped with an aggregate leveling course to provide a smooth profile and establish a consistent cross slope. A stabilized concrete base was used for the new roadway to the east. The entire perimeter road had a 6-inch concrete pavement surface layer. Lochner also provided construction administration and observation services during the project’s construction phase.
