State Route (SR) 525 is currently the only north‐south connector from SR 526 to the southern limits of Mukilteo and is experiencing heavy congestion as a result. To improve access to the southern part of the city, the City of Mukilteo is constructing an alternate north‐south connector. The new urban arterial, Harbour Reach Drive, will connect Harbour Point Boulevard North to Beverly Park Road. Lochner was hired for planning, design, and construction engineering and inspection services.

Before beginning design, Lochner completed a value engineering study to reduce costs and better meet the city’s construction budget. By eliminating a large retaining wall and a roundabout, relocating a stormwater vault, and suggesting an alternative barrier and handrail, Lochner reduced project costs by $4 million. Lochner then prepared a grant application on behalf of the city to secure additional funding from the Transportation Improvement Board.

Lochner’s design constructs one traffic lane in either direction with bicycle and pedestrian facilities on both sides. One roundabout, structural earth walls, a new traffic signal, and an existing signal modification are also included. In areas where the new corridor must cross over ravines with fish‐bearing streams, Lochner incorporated two large fish and wildlife passable culverts. The design increases capacity for motorists traveling north‐south through Mukilteo, improves emergency response times, and provides a multimodal connection through the community.

Lochner’s construction engineering and inspection services include contract management, field observation services, and support for requests for information and contract submittals.
