Tom OwensPE

Tom Owens is the Operations Leader for our Texas water practice. He has nearly 30 years of experience in the management, planning, and design of water, wastewater, and water supply projects. Tom came to Lochner in 2023 with the acquisition of K Friese + Associates.  

Tom reliably provides value by identifying and implementing cost-effective engineering solutions to transport and treat water and wastewater for Central Texas communities. In his operations roles, Tom provides oversight for the completion of large and small public works projects. He also leads some of our largest regional infrastructure design work in Central Texas for the Alliance Regional Water Authority, Brushy Creek Regional Wastewater System, and the Brushy Creek Regional Utility Authority. Tom has a bachelor’s degree in civil engineering from the University of Houston.
