Terry A. RuhlPE, F. ASCE, DrBA

Terry Ruhl is Board Chairman and Chief Executive Officer. He is an A/E industry leader in business transformation, strategy development, mergers and acquisitions, and infrastructure planning, design, and program management. Prior to Lochner, Terry served as a member of CH2M’s board of directors and corporate leadership council, as well as president of the company’s Transportation business and National Governments client sector.  

A globally recognized expert in civil infrastructure planning and design, Terry was personally involved with some of the world’s most significant projects and programs, including the modernization of the Mumbai International Airport in India, the expansion of the Panama Canal, and numerous other civilian and governmental infrastructure programs throughout the United States, Europe, and Asia.  

Terry earned a bachelor’s degree in civil engineering from Colorado State University and a master’s degree in transportation engineering from the University of California, Berkeley. Terry also holds a Doctorate in Business Administration from DePaul University in Chicago, with an emphasis on mergers and acquisitions in professional service firms.
