Lochner’s Pennsylvania Construction Management/Construction Inspection Team Selected to Serve as Major Teaming Partner on Several Projects

We are pleased to announce that Lochner’s Pennsylvania Construction Management/Construction Inspection (CM/CI) team was recently selected to serve as a major teaming partner on several Pennsylvania Department of Transportation (PennDOT) and Pennsylvania Turnpike Commission (PTC) projects. These selections underscore our commitment to delivering exceptional construction management and inspection services across Pennsylvania’s infrastructure landscape.

  • PennDOT District 2-0 SR 0080, Section B18 High-Speed Interchange CI in Centre County
Lochner, as a major subconsultant to JMT, will be providing four full-time inspectors as well as several additional CM support staff for the $250,000,000 construction of a high-speed interchange between I-80 and I-99 just north of State College, Pennsylvania. This project is set to improve safety and reduce congestion in the area.
  • Pennsylvania Turnpike Commission CM for Milepost 49 to Milepost 57 Total Reconstruction
A subconsultant partner to CDR Maguire, Lochner’s CM team includes a minimum of 13 staff across the CI and design groups to deliver the $385,000,000 reconstruction, realignment, and widening of eight miles of the Pennsylvania Turnpike mainline (I-76). The project will be constructed in two sections with an expected 7- to 10-year duration. It includes CM/CI, constructability reviews, cost estimating, value engineering, environmental monitoring, utility coordination, public involvement, bid packaging, QA support, traffic engineering, document control, and shop drawing reviews.
  • PennDOT District 8-0 Mentor-Protégé CI in Lancaster and Lebanon Counties
As part of an initiative to increase small and diverse business participation in the consulting industry, PennDOT is piloting an innovative CI contract as a Small Business Enterprise (SBE) Set-Aside and a Mentor Protégé Program. Lochner’s CI team will mentor the prime consultant/protégé, 3N Consulting Services, a local SBE firm. Although the scope is relatively small, the selection of our team demonstrates the confidence PennDOT has in Lochner’s CI group and our ability to mentor a small firm. Two bridge replacements and a two-mile resurfacing project in Lancaster and Lebanon Counties will be included.
  • PennDOT District 3-0 CI for Various Projects in Northumberland, Snyder, and Union Counties
Serving as a subconsultant partner to Stahl Sheaffer Engineering, Lochner’s potential services over the two-year contract include CI on projects throughout District 3-0 which covers the Williamsport region, home of the Little League World Series.

Lochner’s Northeast Region Manager, Ryan Gargan, added, “This is a big step forward for Lochner in Pennsylvania. These wins support the firm’s desire to expand both geographically in the state and across service lines to best meet our clients’ needs. A job well done by the team!”
