Task‐Based Highway, Bridge, and Structural Design Services

Lochner is providing highway, bridge, and structural design services to the Connecticut Department of Transportation (CTDOT) on an on‐call basis for a three‐year period. The first contract began in 2015 and was renewed in 2019. Under these contracts, Lochner has been tasked with the preparation of design plans for transportation improvement projects of all sizes across the state. Lochner’s services also include alternatives analysis, traffic engineering and studies, hydrologic and hydraulic engineering, the preparation of environmental documents and permit applications, assistance with public meetings, survey and wetland delineation, shop drawing review, and design services during construction.

Lochner’s tasks have included:

• Contract oversight of a 52‐lane mile pavement evaluation on I‐91 to identify Portland cement concrete slabs in need of repair beneath hot‐mix asphalt pavement. This task followed with the preparation of plans, specifications, and estimates (PS&E) for the construction of a four‐mile interstate project involving roadway reconstruction; pavement and bridge rehabilitation; and safety and drainage improvements. • Preparation of PS&E for capacity and operational improvements at a congested, high‐accident junction area in Newtown that encompasses a series of intersections and interchanges between three major commuter routes: I‐84, Route 34, and Route 25. Lochner’s design includes roadway widening to provide bicycle accommodations, additional travel lanes, and dedicated turning and receiving lanes; roadway realignment and reconfiguration; intersection realignment and widening; new retaining walls; ramp modifications; and profile correction. The design also improves pedestrian and commuter facilities, including the addition of sidewalks and the reconstruction of a commuter parking lot with greater accommodation for bus‐turning movements. Lochner is also preparing construction staging and maintenance‐of‐traffic plans for this high‐volume location. (Construction Cost: $25,000,000)

• Development of PS&E that corrects safety and capacity issues at a key I‐95 interchange with Route 161 in East Lyme. The design addresses current issues of insufficient acceleration and deceleration lengths on ramps, substandard ramp geometry, minimal distance between interchanges, insufficient roadway capacity, bridge replacement, box culvert extensions, and fish passage mitigation. Additional responsibilities have included the mitigation of right of way property impacts and extensive environmental permitting coordination with several agencies. (Construction Cost: $140,000,000)
