The Pennsylvania Department of Transportation (PennDOT) oversaw a safety improvement program along SR 422, a busy east–west arterial. Lochner was responsible for the preliminary design of a 1.1-mile section of the corridor, east of Kittanning in Armstrong County. A major focus of the design was the intersection with SR 2012 (Silvis Hollow Road). The intersection sat at the top of an incline, with 10% gradient slopes leading up to it from both directions, and had been the site of several accidents.

Lochner prepared preliminary design plans to correct the geometric deficiencies along the 1.1 miles of SR 422. The western 2,500-foot section of the project included asphalt pavement overlay and shoulder widening. The design for the eastern 3,300 feet of roadway comprised full-depth pavement reconstruction and vertical grade adjustments. The plans also included the realignment of 800 feet of SR 2012. The improvements resulted in substantially improved sight distances on all approaches to the intersection. Lochner also developed a preliminary construction phasing and maintenance-of-traffic plan to minimize disruption to SR 422 traffic.
