Lochner Welcomes Cathy G. Farrell, PE, as Pennsylvania Area Lead

We are pleased to announce the addition of Cathy G. Farrell, PE, as Pennsylvania Area Lead. Based in Philadelphia, Cathy will guide Lochner’s continued growth across the state, strengthen key client relationships, and support delivery excellence across the firm’s transportation, transit, and public infrastructure markets.

Cathy brings more than 20 years of experience leading multidisciplinary teams, driving strategic growth, and advancing major transportation initiatives across Pennsylvania. Throughout her career, she has built strong relationships across state agencies, elected officials, and industry partners, and has been a trusted leader on complex programs for PennDOT, SEPTA, and regional transportation organizations. Cathy has also been deeply engaged in government relations and industry advocacy. Her leadership extends to advisory boards, statewide committees, and professional societies, including ASCE, ACEC/PA, WTS, the Montgomery County Transportation Authority Board and the Pennsylvania Transportation Advisory Committee.

“Cathy’s reputation as a collaborative, strategic, and people-centered leader makes her a fantastic addition to our team,” said Ryan Gargan, Northeast Regional Manager. “Her experience will help diversify our service offerings and her ability to align talent with client needs, strengthen relationships, and deliver high-quality solutions will bring great value to our clients while supporting our growing presence in eastern Pennsylvania and statewide.”

Cathy holds both a Bachelor of Science and a Master of Civil Engineering from Villanova University and is a licensed Professional Engineer. She has received numerous industry accolades, including ENR Mid-Atlantic’s Top Young Professional Award, Delaware Valley Engineer of the Year recognition, and national recognition awards with her prior firm.

As Pennsylvania Area Lead, Cathy will focus expanding Lochner’s partnerships with state, regional, and local transportation agencies, growing the firm’s multidisciplinary capabilities, and advancing strategic initiatives aligned with Pennsylvania’s long-term infrastructure needs.
