Lochner Leadership Presents at ARTBA’s P3 Conference

Lochner’s Phil Russell and Tom Stoner presented as panelists for the American Road and Transportation Builder’s Association’s (ARTBA) 30th Annual Public-Private Partnerships (P3s) Transportation Conference in Washington, DC on July 19, 2018. Their panel, focusing on “30 Years of Lessons Learned in Transportation”, followed a presentation by former USDOT Secretaries of Transportation on current and potential P3-related legislative initiatives under considerations in the House and Senate.

During their panel, Phil and Tom discussed P3 development in the United States from its earliest days to the present. Phil spoke of Florida’s and Texas’s P3 successes, specifically those that were started under his supervision as TxDOT’s first Assistant Executive Director for Innovative Project Development in the early 2000s. The Texas P3 projects from this time are considered to be the strongest examples of P3 in the country to date, which was made possible by the perfect unification of parties from local through Federal levels.

Tom discussed the next decade of P3s in the 2010s. That decade saw some successful P3 projects but he also focused on the challenges on various P3 delivery models. These models were innovative but ran into issues such as the pre-develop agreement lessons learned from the Mid-Currituck Bridge in North Carolina, P3 leases such as the Indiana Tollway (successful lease but concessionaire ran into financial troubles), and the cancelled Alligator Alley (I-75 in S. FL) project P3 lease.
Phil and Tom were honored to be panelists at the event and Lochner looks forward to our continued partnership with ARTBA.
