Sheila Mills selected as IRWA International Transportation Committee Chair

Sheila M. Mills, SR/WA, R/W-NAC, Director of Texas Right of Way Services for Lochner has been selected as the incoming International Transportation Committee Chair for the International Right of Way Association (IRWA). In this role, Sheila will collaborate with industry experts to develop trends in the right of way industry while working closely with the IRWA International Executive Committee and Governing Council to provide direction and strategic leadership for the committee through speaking engagements and participation in venues that will enhance recognition of the association and the right of way profession. Sheila is an active member of IRWA Chapter 74, serves as the Chapter Treasurer, and is a CLIMB Certified IRWA Instructor.

Prior to joining Lochner, Sheila served as the Right of Way Division Project Delivery Director for the Texas Department of Transportation where she managed the statewide right of way acquisition and utility coordination process before retiring with 28 years of service. During her tenure, Sheila was selected to lead several change initiative efforts for the department to identify, develop and successfully implement cost effective streamlined processes. Sheila graduated from San Angelo State University with a Bachelor of Business degree in Finance.
