To determine the long-term transportation goals and objectives of State Route (SR) 9 from I-15 to the future Southern Parkway (2800 West), the Utah Department of Transportation (UDOT) hired Lochner to evaluate the corridor’s current and future traffic needs as well as prepare a state environmental study.

As part of the project, Lochner conducted a traffic study to determine the travel demand of local and through traffic through 2050 and provided alignment and interchange configuration alternatives to accommodate those needs. The project team also developed design solutions to accommodate active transportation along the corridor as well as evaluated existing at-grade intersections and determined the point at which they should become grade-separated to improve safety for corridor users. The environmental document prepared by Lochner recorded the potential social and environmental impacts associated with the projected needs of SR 9 and provided mitigation recommendations. The final document included the preliminary design of a preferred alternative to provide comprehensive, accurate, and complete environmental documentation and cost estimating. A plan for the proposed project’s future delivery, phasing, and cost was also included.
