The Kentucky Transportation Cabinet (KYTC) reconstructed and widened 4.2 miles of KY 11, from south of Jack Gap Road in Owsley County to north of KY 587 in Lee County. Lochner provided right of way services for the negotiation and acquisition of 132 parcels of land, including three parcels on church property. Ninety‐five parcels required appraisals, and the remaining 37 required minor acquisition reviews. Lochner also provided relocation services for the 37 residential, four business, and 51 miscellaneous moves required by the reconstruction project.
Lochner was responsible for the minor acquisition reviews, the presentation of offers to all property owners, the negotiation of purchase prices and terms, and the coordination and completion of relocations. Lochner also acted as a liaison with KYTC’s attorney and oversaw subconsultant performance of appraisals and review appraisals.
