The Texas Department of Transportation (TxDOT) constructed several improvements on I‐10 in the vicinity of Fair Oaks Parkway to improve traffic mobility and safety. The project reconstructed 3.4 miles of continually reinforced concrete pavement as well as eight on‐ and off‐ramps that were non‐standard configurations. The project also constructed a new 82‐foot‐wide, 300‐foot‐long prestressed concrete girder flyover across I‐10 at Old Fredericksburg Road and widened the existing I‐10 frontage roads and converted them to one‐way operation. Additional project components included the construction of retaining walls, the upgrade of drainage structures, and the installation of concrete traffic barriers as well as new signage and pavement markings. Lochner served as TxDOT’s construction manager for the project and was responsible for the oversight of all construction activities.

Lochner provided a full range of construction management services, including contract administration, construction inspection, material sampling and testing, daily progress reporting, assurance of permit compliance, the resolution of field issues, the preparation of progress payment estimates, and the evaluation and negotiation of change orders.
