A limited access facility, I‐10 from I‐295 to I‐95 provides east‐west access to and from the City of Jacksonville and connects downtown Jacksonville with an urban area of the city to the west. The high demand on the corridor exceeds capacity, causing peak period congestion. The District 2 of the Florida Department of Transportation (FDOT) has initiated a project using design‐build delivery to widen this portion of I‐10 from six to ten lane by adding two 12‐foot general purpose lanes in each travel direction. The additional lanes are being added to the outside of the existing travel lanes within existing FDOT right of way. Lochner is providing construction engineering and inspection CEI services on behalf of FDOT, including field engineering, construction oversight, and materials sampling and testing.

This project involves major bridge widening at 19 locations, major box culvert replacement under I‐10, CSX railroad coordination, significant utility relocations, pedestrian underpass construction for community connectivity, noise wall improvements, and new concrete pavement throughout the project. Upgrades to the I‐10 interchanges at Lane Avenue and Cassat Avenue include additional turn lanes, through lanes, and optimized signal timings at both interchange locations. These improvements will reduce congestion and queue lengths at ramp terminal intersections, reduce mainline I‐10 spillback, and reduce traffic delays. Lochner’s responsibilities include construction claims analysis, constructability and shop drawing reviews, coordination of construction change orders, RFP administration, tracking of as‐built plan changes, and inspection of bridge and foundation, lighting, ITS, and overhead sign structures. Lochner is also coordinating with the public, contractor, railroad company, and utility companies.
