Paul Loete Joins Lochner
Paul Loete, PE, joined Lochner as Vice President and Illinois Area Manager responsible for leading market growth initiatives and overseeing the operation of the firm’s statewide design and CEI practices. As a prior Illinois Department of Transportation (IDOT) Chief Engineer and Director of Highway Project Implementation, Paul brings extensive project programming, funding, delivery, and assessment experience. He played a key role in the development of the $45 billion Rebuild Illinois Capital Plan, the largest transportation program in the state’s history, and is excited to deliver on the program’s objectives in partnership with IDOT, the Illinois Tollway Authority, the Chicago Department of Transportation, local municipalities, and transit agencies.

Paul brings 26 years of experience including three years as IDOT’s Director of Highway Project Implementation and Chief Engineer, and four years as Deputy Director of Highways for IDOT Region 2. In his most recent capacity at IDOT, he managed operations for nine district offices and seven central office bureaus, supervising the development of multi-year construction programs averaging $2B annually. Prior to and following his service in the public sector, Paul worked in various consultant roles within the transportation engineering industry.
