Dennis R. Cooley Joins Lochner

Dennis R. Cooley, PE joins Lochner’s Texas Region as Market Development Manager, where he will be responsible for contributing to the overall strategic growth of the firm, building strong client and teaming relationships throughout Texas, as well as serving as a liaison to Texas Department of Transportation (TxDOT), a core client for the Texas Region.

Dennis holds more than 35 years of experience serving in various roles within TxDOT, with the last 18 years in TxDOT Executive Management. He has extensive technical experience planning, designing, constructing, and maintaining and operating highway systems, as well as developing, implementing, and managing operating budgets. In his most recent role as Tyler District Engineer, he provided engineering support and oversight for all transportation activities within the eight county area that comprises the Tyler District. He actively maintained extensive contact with business and community leaders; contractors; special interest/trade groups; governmental and transportation officials at the local, state, and federal levels; and private entities in order to uphold strong communication and relationships with those in the district. Prior to being the Tyler District Engineer, Dennis was District Engineer for the Lufkin and Atlanta Districts, Director of Maintenance for the Tyler District, and Area Engineer for Longview and Mineola, among other roles.
