Dean Gustafson, PE, PTOE joins Lochner as Vice President and National Intelligent Transportation Systems (ITS) Lead for the firm. Dean has more than 24 years of traffic engineering and ITS experience, having started his career as a Project Developer and ITS Coordinator for the New York State Department of Transportation (NYSDOT). While at NYSDOT, he led the Niagara International Transportation Technology Coalition, where he developed the strategic plan, oversaw the design and construction of the Buffalo’s first Freeway Traffic Management System, and moved the Traffic Operations Center to the local transit facility.
In his most recent role as State Operations Engineer for the Virginia Department of Transportation (VDOT), he was responsible for statewide traffic operations, traffic incident management, systems management, and ITS. His duties included maintaining a $22 million Annual Operations and Maintenance Budget; managing major ITS/operations projects from planning through construction; responding to Federal and State regulations that affect ITS/Operations Program within the agency; serving as lead agency representative in House of Delegates Militia, Police, and Public Safety Committee; and developing and maintaining ITS related standards and specifications. In the past year, Dean has had numerous noted accomplishments including developing traffic incident management legislation (2017 HB 2022) to reduce incident duration. Dean is a member of the TRB Freeway Operations Committee and co-chair for the Subcommittee on Technology under the American Association of State Highway and Transportation Officials (AASHTO) Committee on Transportation System Operations.

Dean has received a variety of awards and recognitions over his career, two of which were ITS America awards: Best of ITS Award for Virginia ITS Communications Network, A Public-Private Partnership Success (2013) and Best of ITS Award Finalist for I-81 Corridor Smart Traffic Center Deployment (2005).
