Meet Our Lochner Leaders: Jason Moller – Expert in Complex Transportation Planning

Meet Jason Moller! As Lochner’s Director of Transportation Planning, Jason holds over two decades of experience delivering innovative solutions to complex infrastructure challenges. Leading our national planning and environmental practice, Jason coordinates a network of skilled professionals to develop impactful transportation visions.

Throughout his career, Jason has led large-scale projects across multiple states, including Illinois, Oregon, Minnesota, and Ohio. His expertise spans every phase of transportation project development, from preliminary studies to final designs.

Some of Jason’s notable projects include:

  • Elgin O’Hare West Bypass (IDOT)
  • Elgin O’Hare Western Access (Illinois Tollway)
  • Relocated IL 3 (IDOT)
  • 11th Street Bridges, Washington D.C. (DDOT)
  • I35W/I94 Interchange in Duluth, MN (MnDOT)

“My passion lies in complex corridor and interchange design studies, where engineering creativity is a blend of art and science seeking solutions for multi-variable transportation challenges,” Jason shared. “Our team is well-practiced in rapid development of complex system alternatives in a simplistic 2D space. The specialization in our technique comes from an innate understanding of three-dimensional requirements, traffic operational theory, and practicality in construction approaches. Our design concepts appear as simplistic sketches, where, in reality, every alternative is infused with complex considerations.”

Jason emphasizes the value of Lochner’s approach—delivering elegant, efficient design solutions that clients can trust to endure through all project phases. “We begin with empathy, seeking first to understand challenges and their impacts on the community. Our collaborative approach with project stakeholders and the public ensures that transportation improvements align with everyday needs. We believe empathy enhances our planning and engineering, forging stronger connections through our craft.”

By leveraging Lochner’s family of companies and Communities of Practice, Jason integrates expertise across core transportation planning disciplines, leading major corridor NEPA studies, urban mobility initiatives, safety programs, active transportation visioning, and regional transportation improvement plans. Further strengthening his leadership capabilities, Jason is also participating in Lochner’s exclusive Leadership Fundamentals Program in partnership with DePaul University.
